Sen. Harry Byrd Jr. Responds to Almond's 1962 Tax Speech
|
|
State Senator Harry F. Byrd, Jr. believed Virginia did not need a new tax structure.
The creation of a $28 million surplus without use of a sales tax was an example of why
no new taxes were needed in Virginia. Byrd went one step further by indicating that
Virginia can increase appropriations by as much as $47 million in the next two years
without resorting to any new taxes.
