Speech of President Johnson to the Soldiers and Sailors
(Column 4 )

Summary: Upon receiving the news that the President had directed the heads of Departments to give preference in appointments and promotions to soldiers and sailors, a crowd of servicemen marched to the White House where they proceeded to serenade Johnson in appreciation of his decision. Following the group's display of gratitude, Johnson addressed the soldiers, lecturing to them about the current state of affairs in the country and the need to restore the union.

President Johnson's Speech
(Column 1)

Summary: The editorial praises the President's speech as a "most able and popular defense of his policy of the reconstruction of the Union," and then proceeds to assail the Republicans for their efforts to subject the country "to a tyranny worse than that of Imperial Rome in its worst day, or of France during the reign of terror."

The Influence of the President's Policy upon the Future of the Country
(Column 1)

Summary: After asserting the exactitude of Johnson's policies, the writer justifies his position by contending that they enjoy the popular support of the people and, for that reason, they cannot be wrong.

Excerpt: "The popular instinct is always right. The popular mind is a fallacious guide, but the popular heart cannot widely err."

The "Situation"-All's Well
(Column 2)

Summary: With the election season approaching, the Republicans are beginning to get anxious, asserts the article. With everyday, it continues, the prospect of their gubernatorial candidate winning looks more bleak, and, as a result, they are "getting terribly scared, and are frantically crying aloud for 'organization.'"

The Negro and the Mechanic
(Column 2)

Summary: Using an extract of a speech given by Thad Stevens, in which he compared the contributions of blacks during the war to whites, as proof of his disdain for white workers, the piece castigates the Senator for his conviction that the services of blacks were "greater than those of the men who bore the brunt of the fight for the Union."

First Fruits
(Column 3)

Summary: In celebration of the recent passage of the Civil Rights Bill, blacks in Norfolk reportedly took to the streets of the city where, the article alleges, they attacked scores of whites, assaulting and beating them in an effort, the piece sardonically notes, "to show their capacity for citizenship."

A Negro for Mayor
(Column 5)

Summary: Recounts the move by Radicals in Madison, Wisconsin, to run a black man in their city's mayoral contest, in an effort to test the new law mandating "negro equality."

Amalgamation as Seen in the Dancing Halls in Boston
(Column 5)

Summary: In dance halls in Boston, reports the article, black men and white women regularly engage in lewd conduct, creating a scene which it describes as "revolting in the extreme" to people "accustomed to respectable society." The cause of the "disgusting" behavior, writes the author of the piece, is "the theory of negro equality."

Propositions Agreed Upon by the Reconstruction Committee
(Column 6)

Summary: It is reported that the Joint Committee on Reconstruction approved a series of resolutions on April 28th, including a Constitutional Amendment that prohibits states from making or enforcing laws "which shall abridge the privileges or immunities of citizens," and a bill declaring certain individuals ineligible to hold office as a result of their actions during the rebellion.
