A New Emancipation Scheme
(Column 2)

Summary: SS is complaining about a call for a Northern convention on emancipation. Sees no possible solutions: Colonization won't work, neither will shipping slaves to the North.

Constitutional Reform
(Column 1)

Summary: Richmond Whig and Lynchburg Virginian are calling for a new State Constitution, revising the 1851 version. SS agrees, citing inefficiency, rising crime, poor judiciating. But a Convention might not solve the problems, since it would likely be dominated by Democrats.

Excerpt: No argument is needed to prove the miserable working of the system under which the governement, in all its departments, has been growing worse and worse for the last five or six years.
