Column 2 Mr. Nixon Speaks--He Objects to the Rate Bill Summary of Article The writer of this letter opposses a bill that would reduce southern representation because the southern states prohibit the
majority of African-Americans from voting. He feels this way because if southern representation was reduced pursuant to the
fourteenth amendment, the blacks who could vote at the time would certainly be disfranchised. He sees the fifteenth amendment
as forbidding this result, and so thinks that the plan is unconstitutional.J.O. Nixon
