James Penn February 1, 1864

Take notice that, on the last Saturday in February, 1864, I shall apply to Mr. Hunter or some other justice of the peace, for a warrant to arrest you as a free negro remaining in the state contrary to law. Mr. Hunter will read the law to you (page 74 7 of the Code) & tell you the consequences of not leaving the county before that time. Mr. Anderson or I will pay you the full value of your property in cash. If you want to save trouble, sell out and leave without delay.
