Delegates Charles Green and Sam Pope Comment on Perrow Commission Proposals

Delegate Sam Pope of Southampton responded to the massive resistance capitulation speech
made by Governor Almond in support of the Perrow Commission proposals. Pope expressed
support for some aspects of the plan but cited potential pitfalls as well. Unlike the
Perrow proposal, Pope supported the repeal of Section 129 of the Virginia State
Constitution which required the General Assembly to operate and finance a public school
system. Pope also disagreed with the pupil assignment plan, saying he would "not subscribe
to any pupil placement plan operated by local officials." Overall, Pope's stance was to continue statewide massive resistance
through the Pupil Placement Law.
