Responding to Governor Almond's speech in support of the Perrow Commission's findings,
Delegate Frank Moncure of Stafford County viewed possible desegregation as tantamount
to surrender. Moncure insisted that the people of Virginia should be given the opportunity
to vote on Article 9 and section 173, so they could decide what was best for the state.
Appealing to his segregationist and conservative constituents, Moncure derided the state government's attempt to force
even token integration, and claimed "I'm not going to let the Perrow Commission or the
governor or anybody else tell me to betray the people back home."
