Interview with Earl Fitzpatrick

Virginia State Senator Bart (or Earl) Fitzpatrick praised Governor Almond's school
plan. Based on the Perrow Commission's proposals that attempted to comply with federal
expectations of integration, the plan received a mixed reaction from legislators. Although
many criticized the bill as being too conciliatory, Fitzpatrick viewed it as the "best
that can be offered at this time." Not straying from his segregationist constituency, he
also opined that "I don't think that anyone is in favor of any integration," but that this
plan was essential to preserving public schools in Virginia.
