Howell Congressional Bill: Richmond, Farmville Racial Tension

Delegate Henry Howell of Norfolk described federal legislation that would grant state
legislators immunity from appearing in federal court cases while the state house is in
session. Howell claimed this would prevent state legislators from serving "two masters."
