Gov. Almond's Last Address to General Assembly - Budget Outline

On June 30, 1962, Almond said Virginia will have a "balance of funds estimated at
$28,444,000.00." Almond informed the legislature that the amount of money in the General
Revenue Fund was insufficient to sustain the government during the 1962-64 biannual budget.
