Harry Byrd, Jr. and a General Assembly Meeting

State Senator Harry F. Bryd, Jr., led the opposition to a sales tax in Virginia in 1960
and in doing so led a wing of the Democratic Party in opposition against Governor J.
Lindsay Almond, Jr, Byrd, Speaker of the House Blackburn Moore, and State Senator Mills
Godwin worked to defeat Almond's proposal for a general sales tax, what would have been
the first general sales tax in Virginia history. The key to their argument was their
insistence that Virginia had been overtaxing its citizens, running a surplus year after
year.
