Interview with Luther J. Carter, School Reporter for Norfolk's Virginia Pilot

John Meredith Patterson introduced this interview with Virginian-Pilot reporter Luther
J. Carter. Patterson stated that while the NAACP and the Defenders of State Sovereignty
and Individual Liberties have been willing to grant television interviews on the school
crisis those in the middle--school board officials, administrators, and elected
officials--have refused to give television interviews. Carter believed the Norfolk board
of education was caught in a dilemma. The board said it would not be caught in contempt
of court and that trying to satisfy both the federal court order and comply with the
massive resistance laws was a "moot point." Norfolk school board officials, then, would
not disobey the federal court order whatever the consequences might be from the state
government.
