Tidewater Educational Foundation (TEF)The TEF and other private educational foundations started segregated all-white schools in the wake of Brown v. Board and federal court orders to integrate public schools. The TEF began in Norfolk in anticipation of school closings in 1958. The foundation raised private funds and used tuition grants from the state to allow parents to pay for the private school. |
